Dillo is another of the alternate light browsers. I have known it for many years, since it has shipped with popular distributions for ages.
Dillo can be installed from the Ubuntu archives:
$ sudo apt install dillo
Like NetSurf, Dillo has its own rendering engine and frameworks. So, do not expect many websites to work well.
UI and widgets look extremely old.
I found it to be blazing fast. Noticeably faster than NetSurf.
Actually works quite well as offline documentation viewer. I like it for that!
Tried with: Dillo 3.0.3 and Ubuntu 14.04
