Windows 7 draws a pretty thick border around windows by default. The window border width is controlled by two entities: the border width and border padding.
To reduce or change these settings, get to the Advanced Appearance Settings (here is how) and change the value for Inactive Window Border, Active Window Border and Border Padding. By default, these values would be 1, 1 and 4.
